What is it?

Our Listed Building Champion Surveys are designed to help you understand both which energy efficiency measures are most appropriate for your home, and which are most likely to be consented, helping you submit a Listed Building Consent application with confidence.  

You’ll receive a Home Energy Efficiency Plan from one of our Home Energy experts. At the same time you’ll receive a visit from a Bath & North East Somerset Council Conservation Officer, who will accompany your Home Energy expert around the house and give guidance on which energy measures are most likely to be consented.

Our Listed Building Champion Surveys are ideal if you live in a listed building, are thinking of making energy efficiency improvements, and would be happy to inspire others by sharing your experience and participating in a case study.

A home visit

From an expert Energy Assessor plus a B&NES Council Conservation Officer.

Energy Performance Certificate (EPC)

If you don’t already have one – and you can chose whether to lodge it or not.

Home Energy Efficiency Plan

Report with step-by-step guidance and tailored recommendations to enhance your home’s energy efficiency.

‘Service Level 0’ pre-application report 

Advising on measures most appropriate for listed building consent, from a B&NES Council Conservation Officer.

What’s involved in being a Listed Building Champion?

    • Listed Building Champions will receive a Home Energy Efficiency Plan from a BWCE energy expert. This will include an Energy Performance Certificate for free if you don’t already have one (which you can chose whether to lodge or not). 

    • At the same time, the BWCE energy expert will also be accompanied by a Conservation Officer from Bath & North East Somerset Council’s Planning Services. The Conservation Officer will assess your building and advise on the potential for energy efficiency measures from a planning and listed building consent perspective. Within 20 days the Council will issue you a Level Zero Pre-Application report to guide a Listed Building Consent application.  

    • We're also pilot a Quote Service for Listed Building Champions, which will offer the opportunity for us to review installer quotes for you, to help progress your project.

    By receiving this expert energy AND conservation advice at the same time, you’ll be in the perfect position to start your energy journey.  

    • Allow us to publish and share a case study outlining the main recommendations made during the survey (this can be anonymised to house type & postcode). 

    • Participate in follow up questionnaires to provide feedback and testimonial about how you found the process, and to track progress on any measures subsequently installed in your home as a result of the advice received. 

    • Ongoing and follow up communication with the B&NES Conservation Officer to monitor the progress of delivery of building works. 

    • Potentially host monitoring equipment from the University of Bath for a limited time to validate some of the assumptions made in the survey model (such as indoor air quality or moisture levels in elements of building fabric). 

    • Offer to share information on the case study and your experience through your networks (family, friends, neighbours, colleagues, social media etc). 

  • In addition, we would especially love to find people who would be prepared to do any of these additional activities, to help us to share the outcomes of our project even further: 

    • Provide a video testimonial. 

    • Write a blog post. 

    • Speak at local event(s) and to neighbours. 

    • Participate in an Open Homes event. 

    • Provide tours of their house for other local residents. 

    • Host ‘House Warming Parties’ e.g. to share findings of their survey with neighbouring residents.

What’s the process?

FAQs

  • Listed Building Champions will receive a Home Energy Efficiency Plan from a BWCE energy expert. We will visit your home, have a conversation and Q&A with you then issue a tailored report recommending the most impactful measures for your home, including details on how each measure will impact on energy saving, carbon emissions and your home’s Energy Performance Certificate rating.

    The BWCE energy expert will be accompanied on their visit by a Conservation Officer from Bath & North East Somerset Council’s Planning Services. They will assess your building and advise on the potential for energy efficiency measures from a planning and listed building consent perspective.  Within 20 days the Council will issue you a Level Zero Pre-Application report to guide a listed building consent application, a service that usually costs £66. 

    By providing energy AND conservation advice at the same time we will help you get the best start for your energy journey. Our grant funding enables us to offer Listed Building Champions a steep discount. In return, we ask that you help us encourage others to make their listed buildings more energy efficient by providing us a case study for our website and promotion, and helping spread the word in ways that suit you.  

  • Listed Building Champions receive a visit from both a BWCE Energy Assessor and a Bath & North East Somerset Council Conservation Officer, to provide coherent advice on energy and heritage at the same time. The Conservation Officer will provide ‘Service Level 0’ pre-app advice that can inform a standard pre-app or full application for Listed Building Consent. 

    The B&NES Conservation Officer will visit in their regulatory and advisory capacity as they would on a site visit for a pre-app or listed building application. During the visit, the Conservation Officer may observe alterations to the building and could note any unauthorised work. It is the homeowner’s responsibility to correspond directly with the B&NES Planning & Conservation Team as they see fit on any recommendations relating to unauthorised work.   • Once you’ve received your survey and obtained the necessary consents, we’re also piloting a discounted ‘Quote Service’ for Champions, to support the important next step of installing measures. Please contact us for further details.

  • This service is available as part of our Green Heritage Homes project. Green Heritage Homes is a grant-funded project, led by Bath & West Community Energy in partnership with Bath and North East Somerset Council, Bath Preservation Trust, the Centre for Sustainable Energy and People Powered Retrofit.

    We are sorry, but our Listed Building Champion Scheme is not available for residents outside of Bath & North East Somerset.
